The Beijing Municipal Bureau of Economy and Information Technology recently issued the Action Plan for Promoting High-level Opening Up of High-End, Precision and Sophisticated Industries in Beijing (2025), proposing a total of 24 measures in five areas to promote the development of high-end, precision and sophisticated industries through high-level opening up.

The Plan will support the development of new quality productive forces with foreign investment, promote the opening up of the entire bio-pharmaceutical industry chain, and build an international pharmaceutical innovation park with high level and high standards; accelerate the opening up of value-added telecommunications services, and assist foreign-funded enterprises in obtaining business licenses in areas of Internet data centers, content distribution networks, online data processing and transaction processing, and application stores.

Moreover, the Plan will encourage foreign-funded enterprises to integrate into Beijing's industrial innovation ecosystem, and support new industrial innovation institutions in attracting the participation of or collaboration with foreign-funded enterprises; encourage foreign-funded enterprises to participate in the city's high-level autonomous driving demonstration zone and key application scenarios including hydrogen energy, and promote mutual recognition and compatibility between domestic and foreign software products.

The Plan proposes to promote the implementation of the Qualified Foreign Limited Partnership Pilot Program, encourage foreign investment institutions to establish industrial investment funds in Beijing; facilitate foreign-funded enterprises to invest in companies listed overseas; and support foreign-funded enterprises in utilizing China's large-scale equipment renewal policy to carry out intelligent transformation and upgrading.

In terms of integrating foreign-funded small and medium-sized enterprises (SMEs) into the industrial ecosystem, services will be provided for foreign-funded innovative SMEs, including space carriers, testing and verification, industry-university-research cooperation, talent introduction, and industry resource matching. Supply-demand connection channels will be established to bridge foreign-funded SMEs and the city's leading enterprises in industrial chains, complete-machine enterprises in the supply chains, and platform enterprises.

Focusing on supporting foreign investments in building Beijing into a benchmark city for digital economy, services will be provided for foreign-funded enterprises to handle cross-border data business. They will be encouraged to carry out data asset right confirmation, registration, trading, and accounting treatment, enjoying the same support policies as domestic institutions.
