Announcement on the 5th Anniversary of the Official Launch of the Online Business Registration System
As of 15 June 2025, the Online Business Registration Service (OBR) has been officially operational for 5 years. This system has streamlined business registration procedures for entrepreneurs and contributed to enhancing Cambodia's business environment and digital economy. The OBR system has continued to expand, covering multiple E-Services for Business (ESB).
First launched on 15 June 2020, the OBR serves as a Single Portal, allowing entrepreneurs to submit integrated applications for:
·Commercial registration (Ministry of Commerce),
·Tax registration (General Department of Taxation),
·Enterprise declaration (Ministry of Labour and Vocational Training).
(In mid-2023, the system added Social Security registration for enterprises.)
The OBR has significantly reduced procedures, processing time, and service costs. Applicants who provide complete and accurate documentation can complete registration within 8 working days.
Over time, the system has expanded to include applications for licenses, certificates, and permits from 21 relevant ministries/institutions, incorporating 33 public services into its digital ecosystem.
Key New Features Added to Enhance User Experience:
1.Supplementary registration for businesses lacking tax or commercial registration.
2.Transfer of company account management rights between CamDigiKey accounts.
3.Non-disruptive data correction during review stages.

·Business activities,
·Registered address,
·Annual returns filing,
·Company bylaws,
·Bank account details,
·Administrative information,
·Shareholder details,
·Branch/foreign office management adjustments,
·Permanent business suspension for deregistration.
5-Year Achievements (15 June 2020 – 31 May 2025):
·Total approved business registrations: 46,776
·Women-owned businesses: 17,240 (~37%).
·Total registered capital: ~74.72 trillion Riel (~18.23 billion USD).
·Reserved business name applications: 23,786.
·Licenses/certificates/permits issued: [Number to be added based on original text].
Promotional Efforts:
·1,242 informational materials and weekly Q&A sessions.
·81 instructional videos.
·6 leadership interviews.
·87 workshops and consultations.
·20 live-streamed discussion sessions.
·Annual reports (2022–2024) published on Business.gov.kh.
Future Strategy:
In April 2025, the government launched the "2025–2028 E-Services for Business Development Strategy" to build a "dynamic digital business ecosystem" focused on interagency connectivity, compliance, and public service efficiency.
