In recent years, Xiong'an New Area, located in Hebei Province, has rapidly emerged as a beacon for innovation, infrastructure development, and business opportunities. 

With its strategic positioning as part of the national plan for the coordinated development of the Beijing-Tianjin-Hebei region, this newly established district has seen a significant surge in both private and state-driven investments. The region's focus on streamlining business processes and creating a conducive environment for high-end industries is setting the stage for it to become one of China's most dynamic economic hubs.

As of January 2025, authorities in Hebei have committed to advancing the development of Xiong'an with high standards, emphasizing innovation-driven growth, and focusing on industries such as aerospace information and new materials. The local government plans to further expedite the establishment of key projects, including the construction of industrial clusters like Zangang High-End and Hi-Tech Industry Cluster, as well as the Internet Industry Park. 

These initiatives aim to nurture and expand the high-tech industrial base, reinforcing Xiong'an's role as a critical player in China's innovation ecosystem.

Xiong'an's appeal to global investors has been further enhanced by the government’s initiatives to streamline business processes. One of the most notable policies is the cross-regional business license approval system, which has significantly reduced administrative burdens for businesses seeking to operate in the area. For example, Starbucks, the global coffee chain, successfully obtained its business licenses remotely without the need to travel to Xiong'an, benefiting from an efficient online approval system.

Kang Biwei, senior manager for government affairs at Starbucks, highlighted that this innovative model greatly simplified the company's setup process, reducing costs and improving efficiency. In collaboration with related bureaus in Beijing and Tianjin, Xiong'an introduced this cross-regional licensing process in an effort to promote seamless business operations across the region. This initiative is expected to attract even more foreign and domestic enterprises to Xiong'an as it continues to refine its services and expand its administrative reforms.

The success of Xiong'an's business climate transformation can be attributed to the significant efforts made by local authorities in optimizing services. Since its establishment in 2017, the area has introduced multiple initiatives to foster innovation, support entrepreneurship, and enhance the ease of doing business. In particular, the government has focused on reforming administrative processes to support local and foreign businesses, which has resulted in the implementation of over 3,500 remote processing services, with nearly 200 matters now handled locally.

Zhai Yujia, deputy head of the Market Entity Admission Department at Xiong'an's Business Environment Bureau, emphasized the strategic intent behind these reforms: "Our goal is to effectively shorten the time and distance for businesses, minimize their costs, and make it more convenient and efficient for them to conduct business and entrepreneurship in Xiong'an." Such moves reflect the area's commitment to becoming an innovation hub that integrates with global supply chains, a sentiment echoed by numerous industry leaders and analysts.
